A heads up for that would have been nice! Shinji would have been able to help out a lot sooner! But, that's not what happened, and he can't necessarily fault Kai for not getting in touch with him right away. Sometimes you just wanna try and solve stuff on your own, or don't assume it's some weird Havenwell nonsense...? Really, there could be any number of reasons for a judgement lapse like that.
